Belanjawan 2020: Intipati dan Ulasan Bagi Sektor Pengangkutan

Pada hari Jumaat, 11 Oktober 2019, Kerajaan Malaysia telah membentangkan Belanjawan 2020 di Dewan Rakyat. Oleh itu, kami ingin berkongsi dengan anda apakah intipati yang terkandung dalam belanjawan tersebut yang melibatkan sector pengangkutan di Malaysia.

Kajian Kebolehlaksanaan

Projek Serendah – Port Klang Rail Bypass

Projek Koridor Logistik Klang: Lebuh raya logistik baharu yang akan dibangunkan khusus untuk menghubungkan Northport, Westport dan rangkaian lebuh raya yang sedia ada dengan lebih cekap.

Nota: Kedua-dua projek ini dianggarkan bernilai RM 8.3 bilion.

 

Pembaikan dan penyelenggaraan jalan raya

RM 50 juta: Pembaikan dan penyelenggaraan jalan raya ke Pelabuhan Klang.

 

Sistem Kereta Kabel Baharu

RM 100 juta: Kerajaan Persekutuan akan menyumbang kepada pembinaan system kereta kabel baaru ke Bukit Bendera kerana kereta api funicular sekarang dijangka akan mencecah dua juta penumpang setahun dan melebihi kapasiti sedia ada. Kos tambahan akan ditanggung oleh Kerajaan Negeri.

 

Peruntukan-peruntukan lain

RM 450 juta: Kerajaan berhasrat menyediakan sehingga 599 bas elektrik pelbagai saiz untuk pengangkutan awam di bandar-bandar terpilih seluruh negara.

RM 146 juta: Subsidi kerajaan kepada pengusaha bas untuk sambungan last-mile di luar bandar

RM 50 juta: Menaik taraf landasan keretapi di Kawasan Gorge Line antara Stesen Halogilat ke Stesen Tenom di Sabah

RM 85 juta: Melancarkan aliran trafik kenderaan di Tambak Johor melalui pembukaan 50 kaunter tambahan untuk penunggang motosikal, penambah baikan kaunter imigresen dan lebuh raya PLUS.

 

Kenyataan yang tidak disertakan jumlah perbelanjaan

Menaik taraf Lapangan Terbang Sultan Azlan Shah, Ipoh: Kerajaan bercadang untuk mempelawa cadangan kerjasama awam swasta bagi tujuan menaik taraf lapangan terbang ini termasuklah kerja memanjangkan landasan.

Projek Sistem Rapid Transit (RTS): Kerajaan berhasrat untuk meneruskan projek RTS.

 

Pengambilalihan lebuh raya

Ambil alih KESAS, LDP, SPRINT dan SMART: Jemaah Menteri telah meluluskan pengambilalihan empat lebuh raya Lembah Klang iaitu Lebuh Raya Shah Alam (KESAS), Lebuh Raya Damansara-Puchong (LDP), Lebuh Raya Sprint (SPRINT) dan Terowong SMART (SMART). Cas kesesakan akan diperkenalkan di lebuh raya yang dinyatakan.

RM 7.00: Kadar baharu tol di Jambatan Kedua Pulau Pinang (berbanding RM 8.50 kadar pada tahun 2019)

 

Program Subsidi Petrol Bersasar (PSP)

RM 2.2 bilion: Kerajaan memperuntukkan RM 2.2 bilion bagi program PSP. Secara ringkasnya, PSP memberi RM30 sebulan bagi pemilik kereta dan RM 12 sebulan bagi pemilik motosikal. Tertakluk kepada syarat-syarat tambahan.

 

Rebat Cukai Pendapatan

Levi Pelepasan ke Tanah Suci: Individu yang membayar levi pelepasan untuk tujuan ke tanah suci bagi urusan umrah dan ziarah boleh menuntut rebat cukai pendapatan sebanyak dua kali seumur hidup. Mengikut kadar levi pelepasan semasa, jumlah yang boleh dituntut ialah RM 50 (bagi kelas penerbangan ekonomi) dan RM 150 (bagi kelas penerbangan selain daripada ekonomi).

Jualan Tiket KTM ETS dan KTM Intercity Dibuka (Perjalanan 1 Disember 2019 – 29 Februari 2020)

Pihak Keretapi Tanah Melayu Berhad (KTMB) telah mengumumkan bahawa jualan tiket tren akan dibuka pada 18 November 2019 pagi semua perjalanan KTM ETS dan KTM Intercity bermula 1 Disember 2019 hingga 29 Februari 2020.

PEMBUKAAN JUALAN TIKET ETS & KTM INTERCITY


Para pelanggan yang dihormati,


Sukacitanya dimaklumkan, jualan tiket bagi perkhidmatan tren ETS & KTM Intercity bagi perjalanan dari 1 Disember 2019 sehingga 29 Februari 2020 akan dibuka untuk jualan bermula 18 November 2019 (Isnin) mulai jam 8:30 pagi.

Melalui pembukaan jualan tiket ini terdapat penambahan perkhidmatan ETS daripada 38 perjalanan kepada 40 perjalanan sehari dengan penambahan 2 perjalanan di laluan KL Sentral – Ipoh – KL Sentral dan juga penambahan 2 perjalanan tren set ETS baharu di laluan KL Sentral – Butterworth – KL Sentral yang dapat memberi peluang kepada orang ramai untuk merasai pengalaman menaiki Koc ETS Business Class. Manakala, perkhidmatan tren KTM Intercity adalah mengikut jadual waktu sedia ada.

Orang ramai boleh membuat perancangan awal untuk membuat pembelian tiket melalui atas talian di www.ktmb.com.my atau dengan menggunakan aplikasi KTMB MobTicket dan juga membuat pembelian secara terus di kaunter tiket ETS dan KTM Intercity yang berhampiran.

Touch ‘N Go


Touch ‘N Go is prepaid contactless card service offered by Touch ‘N Go Sdn. Bhd. It is based on PHILIPS’s MiFARE contactless card technology. Under normal usage, Touch ‘N Go cards are designated to last for 10 years (about 64000 transactions).

Usage

When it was first introduced, Touch N’ Go Card usage is limited to expressways users only. During this time, only those who are privileged and travel often can be seen with this card.

[KTMB Announcement] e-Ticket System Interruption

Rescheduling of KTM Intercity Train Timetable: Effective August 15th 2014


KTM Berhad has rescheduled the train timetable for all KTM Intercity services. Listed below are the services affected:

  • No. 29: Tumpat – KL Sentral: Departure time rescheduled to 6:30 PM from Tumpat station
  • No. 83: Tumpat – Gua Musang: Departure time rescheduled to 2:30 PM from Tumpat
  • No. 84: Gua Musang – Tumpat: Departure time rescheduled to 6:00 PM from Gua Musang
  • No. 81: Tumpat – Kuala Lipis: The route changed from Tumpat to Gua Musang only
  • No. 82: Kuala Lipis – Tumpat: The route changed from Gua Musang to Tumpat only
  • No. 85: Tumpat – Kuala Lipis: TERMINATED
  • No. 86: Kuala Lipis – Tumpat: TERMINATED
  • No. 91: Tumpat – Woodlands: ROUTE CHANGE from Gemas to Woodlands only. NUMBER CHANGE from 91 to 61
  • No. 92: Woodlands – Tumpat: ROUTE CHANGE from Woodlands to Gemas only, NUMBER CHANGE from 91 to 62.

The change is due to partial closure of the route Gemas – Gua Musang as enforced by Land Public Transport Commission (SPAD) starting from July 12th 2014. Please contact KTMB for further inquiries.

Power Outlets Onboard Kelana Jaya Line LRT Trains

Apparently, RapidKL’s Kelana Jaya LRT line also have power outlets along the train. Please note that this is a 4-coach train. We believe 2-coach trains should also have this one.

While we are not sure whether passengers can use them or not, we can assure you that it is working. One of the possible uses is to charge dead mobile phones, tablets and bring them back to life. This is definitely useful, especially if you are on your way from KLCC to Kelana Jaya, which takes really long time.

Other than RapidKL Kelana Jaya LRT, KTM Komuter’s Class 92 trains are also equipped with power outlet. For Class 92, it looks like it is more intended for passenger use due to high number of them.

We are not sure yet on availability of power outlets on the following trains:

  • RapidKL Kelana Jaya LRT 2-coach trains
  • RapidKL Monorail
  • RapidKL Ampang Line
  • KLIA Transit / Ekspres
  • KTM Class 81 (KTM Komuter)
  • KTM Class 82 (KTM Komuter)
  • KTM Class 83 (KTM Komuter)
  • KTM Class 92 (KTM Komuter)

Long-term Partial Road Closure – Jalan Changkat Bukit Bintang


According to announcement by MMC GAMUDA KVMRT (T) SDN BHD’s Twitter (@mrtunderground), some parts of Jalan Changkat Bukit Bintang will be closed from December 1st 2014 until May 30th 2015. Refer to the below image for information:

KTMB e-Ticket Payment via Maybank2u


KTM Berhad (KTMB) has recently enabled passengers to pay for their e-Ticket booking via online banking portal, Maybank2u.

The addition of Maybank2u as the alternative payment method (the other only available payment method is by VISA/Mastercard credit/debit card) is seen to be more secure because users will need to log on to their online banking account and providing Transaction Authorization Code (TAC) for the transaction, on top of the usual username and password combination.

There is no booking fee charged for KTMB e-Ticket booking via this payment method. I have personally tried to use the Maybank2u payment method for my KTM Intercity ticket purchase and it worked perfectly.

For those who are booking their tickets, I would recommend to use Internet Explorer as your browser to ensure maximum compatibility.

Of note, after booking, there is no need to print the KTM Intercity e-Ticket. You can simply show your e-Ticket on your phone/tablet screen to the ticket inspector.

Other than KTM Intercity, e-Ticket is also available for ETS trains.

Kelana Jaya Line LRT Power Outage: TNB-RapidKL Blame Game


September 19th 2014 – A brief power outage has occured on 1:50 PM in some stations along Kelana Jaya line, causing commuters to be stranded at the stations as the crowd begin to swell as peak travel time draws near. According to statements made by RapidKL, the route between Masjid Jamek and Gombak station was affected by the outage. Fortunately, on 4:01 PM, power has been restored, just in time before workers find their way back home.

Although Kelana Jaya Line now has been equipped with new four-coach trains, congestion during peak periods is still a norm. It is not as bad as KL Monorail though.

During power outage, shuttle buses are being provided by RapidKL. However, the signage is not clear enough, with most of the instructions only comes from twitter.

Inter-service communication was smooth as we can see some notice put up via electronic display at Imbi KL Monorail station. However, when the service backs to normal, the signage was not updated promptly. This may cause confusion to commuters.

Translation: Kelana Jaya LRT service is fully functioning again. Any inconvenience caused are deeply regretted.

The Blame Game – RapidKL says:

On 1:50 PM, RapidKL announced the delay of Kelana Jaya Line, without mentioning specific reason of service delay.

Translation: KJ Line Update: We are having technical problems. Delays in schedule are expected.

Six minutes later they announced it was due to power fault between Masjid Jamek and Gombak.

Translation: KJ Line Update: 1350 hrs We are having power supply problems. Restoration work is being carried out.

About an hour later, they said it is because of Tenaga Nasional Berhad (TNB):

Translation: KJ Line Update: 1450hrs Kelana Jaya LRT service is still disrupted due to power supply interruption by TNB.

They even made a direct mention to TNB official twitter account, probably inducing commuters to address their complaints to TNB directly.

The Blame Game – TNB says:

Lets see what TNB has to say, via its corporate communications general manager, Omar Sidek:

“TNB would like to clarify that the stalled LRT services earlier Friday was due to switchgear fault at Rapid KL’s end.”

“We deny news reports that burnt TNB cables caused disruption to the LRT services”

Conclusion

While we cannot find conclusive evidence yet on the occurence, we believe some sort of miscommunication took place. We hope that emergency response team of both agencies will be more prepared for problems like this.
